Get them here and zip them up in your PSP, Selections folder.
I have included patterns for the fillings. Zip them up in your PSP patterns folder.

Start with a New Image, 400 x 400, transp, 16 mill.
New Layer. Call it Tail. Selections, Load from disk, toydog, tail.sel.
Flood Fill with color #7675B1, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_bluepl. Deselect.

New Layer. Call it Body. Selections, Load from disk, body.sel.
Flood Fill with color #871931, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_redpl. Deselect.

New Layer. Call it Legs1. Selections, Load from disk, legs1.sel.
Flood Fill with color #8D5892, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_bpurpledots, scale set to 50. Deselect.

New Layer. Call it Feet1. Selections, Load from disk, feet1.sel.
Flood Fill with color #8170AB, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_lbluepl. Deselect.

New Layer. Call it Legs2. Selections, Load from disk, legs2.sel.
Flood Fill with color #8D5892, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_bpurpledots, scale set to 50. Deselect.

New Layer. Call it Foot3. Selections, Load from disk, foot3.sel.
Flood Fill with color #6868AA, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_bluepl. Deselect.

New Layer. Call it Foot2. Selections, Load from disk, foot2.sel.
Flood Fill with color #A53A77, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_purplepl. Deselect.

This is what you will have now.

New Layer. Call it Ear. Selections, Load from disk, ear.sel.
Flood Fill with color #C0C0C0, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_blacknwhite, angle 100. Deselect.

Duplicate, Image, Mirror.

New Layer. Call it Head. Selections, Load from disk, head.sel.
Flood Fill with color #871931, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_redpl. Deselect.

Now when you have got the head in place, you can drag the right ear, with the Mover, into its place.

New Layer. Call it Eyespot. Selections, Load from disk, eyespot.sel.
Flood Fill with color #8170AB, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_lbluepl. Deselect.

New Layer. Call it Eye1. Selections, Load from disk, eyewhite.sel.
Flood Fill with color #DBDCFD, Selections, Modify, Contract by 2.
Flood Fill with white color. Deselect.

Duplicate and put the other eye in place.

New Layer. Call it Eye3. Selections, Load from disk, eyesblack.sel.
Flood Fill with color black. Deselect.

New Layer. Call it Muzzle. Selections, Load from disk, muzzle.sel.
Flood Fill with color #DCAC06, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_yellpl. Deselect.

New Layer. Call it Nose. Selections, Load from disk, nose.sel.
Flood Fill with color #8C5588, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_purppl. Deselect.

New Layer. Call it Tongue. Selections, Load from disk, tongue.sel.
Flood Fill with color #871931, Selections, Modify, Contract by 2.
Flood Fill with pattern lo_redpl. Deselect.

New Layer. Call it Mouth. Selections, Load from disk, mouth.sel.
Flood Fill with black color. Deselect.

New Layer. Call it Lines. Selections, Load from disk, lines.sel.
Flood Fill with color #6476A7 on the blue feet
and color #A43E7B on the purple foot. Deselect.

This is the dog right now.

Stand on Layer Feet1. Selections, Select all. Selections, Float.
Effects, Cutout as below.

Deselect.

Stand on Layer Legs2. Selections, Select all. Selections, Float.
Effects, Cutout as before. Deselect.

Stand on Layer Foot3. Selections, Select all. Selections, Float.
Effects, Cutout as before. Deselect.

Stand on Layer Eyespot. Selections, Select all. Selections, Float.
Effects, Cutout as before. Deselect.

Stand on Layer Foot2. Selections, Select all. Selections, Float.
Effects, Cutout as before but change color to #620832. Deselect.

Stand on Layer Ear. Close all other layers except this layer and layer Copy of  Ear.
Layers, Merge, Merge Visible. Call it Ears. Selections, Select all. Selections, Float.
Effects, Cutout as before but change color to black. Deselect.

Stand on Layer Head. Selections, Select all. Selections, Float.
Effects, Cutout as before but change color to #4E0429. Deselect.

Stand on Layer Body. Selections, Select all. Selections, Float.
Effects, Cutout as before but change color to #4E0429. Deselect.

Stand on Layer Eye1. Selections, Select all. Selections, Float.
Effects, Cutout as below.

Deselect.

Stand on Layer Copy of Eye1. Selections, Select all. Selections, Float.
Effects, Cutout as before. Deselect.

Stand on Layer Muzzle. Selections, Select all. Selections, Float.
Effects, Cutout the same as layer Feet1, but change color to #E66006. Deselect.

Stand on Layer Nose. Selections, Select all. Selections, Float.
Effects, Cutout the same as before, but change color to #800080. Deselect.

Stand on Layer Legs2. Effects, Drop Shadow as below.

Stand on Layer Legs1. Effects, Drop Shadow as before.

Stand on Layer Eye1. Effects, Drop Shadow as before.

Stand on Layer Copy of Eye1. Effects, Drop Shadow as before.

Stand on Layer Copy of Tongue. Effects, Drop Shadow as before.

Layers, Merge, Merge Visible and you are done.
