Snowfall.

Start with the Image you want some snow on. Don't make the picture too big,
since there will be a lot of frames and it will be rather heavy then. Make the picture
not bigger than 200 x 200. Make it 16 mill. and with a background.
You can use my picture if you like. Right click and Save as Snowman1.

You will also use the snow Image. Get it here and zip it up in your PSP Image folder.

Select a color to your frame. Put it as a Background color. I chose #373A59.

Open both the snow image and the snowman image on to your workspace.
Copy and Paste the snow image on top of the snowman. Now the snow is centered in the image.
Grab a big snowflake with your Mover.

Drag it  upwards until you can see
the ending of the snow at the bottom of the picture. Stop a little before the ending.

Image, Add borders. On the first pop-up you answer Yes. Border settings like this.

Copy and Paste as a New Image. Save the New Image as Snowman2.
In your Layer Palette, right click on the layer Background, Promote to layer. Save.

Go back to your first image. Undo the merging.

Grab a the same snowflake as before with your Mover and drag it down just a little.
It shouldn't be straight down but just a tiny bit to the left.

Image, Add borders. On the Pop-up you answer Yes. Border settings like before.
Copy and Paste it on top of the snowman in image Snowman2.

Go back to your first image. Undo the merging.

Grab a the same snowflake as before and drag it down just a little.
This time you will drag it just a little bit to your right.

Image, Add borders. On the Pop-up you answer Yes. Border settings like before.
Copy and Paste it on top of the snowman in image Snowman2.

Go back to your first image. Undo the merging.

Do this until the snowflake you grabbed is at the bottom of the image. I did it 15 times.

Look in your Layer Palette on Image Snowman2. All layers (glasses) must be open.
No red X. Save the Image.

Open Animation Shop. File, Open. Find your Snowman2.
Edit, Select all. Animations, Animation Properties.

Animations, Frame Properties. Display time set to 28.

Check your animation how it looks. View, Animation or 

If you want to change anything do so. Save and you are done.
