Get my outlines here.
Start with a New Image 70 x 100, transp, 16 mill.
To see better what you are doing, flood fill with a rather dark color. I used #82839A.
Call the layer Background. Copy the outlines and Paste as a New Layer on your Image.

Magic Wand. Tolerance set to 100. Click inside the cap.
Flood fill with color #901518. Selections, Float.
Effects, 3D, Cutout as below.

Deselect.

Magic Wand. Click inside the two arms. Keep Shift down while you add the selections.
Flood fill with the same red color. Selections, Float. Effects, 3D, Cutout as before. Deselect.

Magic Wand. Click inside the coat.

Flood fill with color #73120B. Selections, Float. Effects, 3D, Cutout as before. Deselect.

Magic Wand. Click inside the head. Flood fill with color #DCB192. Selections, Float.
Effects, 3D, Cutout as before but change color to #C27E4C. Deselect.

Magic Wand. Click inside both hands. Flood fill with color #DCB192. Selections, Float.
Effects, 3D, Cutout as before. Deselect.

Magic Wand. Click inside the nose. Flood fill with color #C1865B. Deselect.

Magic Wand. Click inside the tassel and brim of the cap. Flood fill with white color.
Selections, Float. Effects, 3D, Cutout as below.

Deselect.

Magic Wand. Click inside the beard. Flood fill with white color.
Selections, Float. Effects, 3D, Cutout as below.

Deselect.

Magic Wand. Click inside the moustache. Flood fill with white color. Deselect.

Magic Wand. Click inside both legs. Flood fill with color #808080.
Selections, Float. Effects, 3D, Cutout the same as on beard, but change color to black. Deselect.

Magic Wand. Click inside both shoes and the upper and lower part of the lantern.

Flood fill with black color. Selections, Float. Effects, 3D,
 Cutout the same as on beard, but change color to #3847D6. Deselect.

Magic Wand. Click inside the lantern. Flood fill with color #FAD860.
Selections, Float. Effects, 3D, Coutout as below.

Deselect.

Stand on Layer Background in your Layer Palette. Delete. Now you can
use your Santa in different images.
