We will use these parts in our graphic.

Start with a New Image, 30 x 30, transp,
16 mill.
Zoom the picture to 10:1 or higher.
Flood Fill the layer with a white color
to be able to see better, while you are counting the pixels.
Also put on View, Grid. Then you can count the pixels easier.
New Layer. Call it Pinkflower. Airbrush1. Shape: square. Black
color.
To make it easy for you I have colored the squares in different colors.
But you will only paint with black color throughout the whole picture.
Of course, if you like to make the pixels in another color right away, please do
so.
Yellow color = 1 square
Red color = 2 squares
Blue color = 3 squares
Green color = 4 squares
Purple color = 5 squares
Turquoise = 6 squares
Orange = 7
squares
Light blue = 12 squares
After having pixeled the flower, it looks like this.
Now you have the outlines.

Set your Background color to black and
Foreground to #EA3679.
Color Replacer,
. Tool
Option Palette as below.

Set Tolerance to 15. Trace the outer lines.
Change Foreground color to #941045 and trace the inner circle.
Change Foreground color to #EC6C04 and trace the center.
It now looks like this.

Magic Wand, Tolerance 100. Choose the
colors you want for your flower.
I chose Foreground color #FD819C and Background color #FFE3E5.
In your Tool Option Palette, choose Gradient as below.

Click inside ALL outer petals. Keep Shift
down while you click.
Flood Fill with your right mouse button. Effects, Texture Effects, Weave as
below.

If you like another effect, do as you like.
You can use Paint Engine, Eye Candy, Blade Pro
or any other filter. Selections, Float. Effects, 3D, Cutout as below.

Deselect.
Magic Wand. Click inside the inner circle.
Flood Fill with a color of your choice
or use color #B32052, like I did. If you like a filter, do so now.
Selections, Float. Effects, 3D, Cutout as before but change color to #830345.
Deselect.
Magic Wand. Click inside the centre. Flood
Fill with a color of your choice or color #6B0D2E.
Selections, Float. Effects, 3D, Cutout as below.

Deselect.
Make a dot at at the centre with Airbrush 1, color #EC6C04.
This is what the flower looks like now.
Bud1.
New Image 20 x 20, transp, 16 mill.
Zoom the picture to 10:1 or higher.
New Layer. Call it Bud1

Make the same settings as on Pinkflower
and trace the pixels with black color.
Count the pixels with the colorchart on top. When done, use Color replacer as
before.
Replace the black color with color #941045. Flood Fill with the same
Gradient as before, but change the direction as below,

and the same Cutout. Deselect.
This is your bud now.

Make the same settings as on Pinkflower and trace
the pixels with black color.
Count the pixels from the colorchart on top. When done, use Color replacer as

Replace the black color with color #941045. Flood Fill with the same Gradient as
before.
This is your bud.

Big leaf.

the pixels with black color.
Count the pixels from the colorchart on top. When done, use Color replacer as

Replace the black color with color #49702A. Magic Wand. Click inside the leaf.
Flood Fill with Gradient, Foreground color #3ED402, Background color #49702A.
The same settings as before. Keep it selected. Effects, Texture effects, Fine
Leather as below.

Background #83B7FD.
Selections, Float. Effects, 3D, Cutout as before, but change to color #345BDA.
Deselect.
Vine.

Zoom the picture to 10:1 or higher.
New Layer. Call it Vine.
Make the same settings as on Pinkflower and trace
the pixels with black color.
Count the pixels with the colorchart on top. When done, use Color replacer as
before.
Replace the black color with color #4F772C.

Now you have all parts to make a wreth or a swag.

You just have to Duplicate, Flip and Mirror the parts and put them together.
If you start with a green circle or a half circle, they will help you forming
the wreth and swag.
Place the flowers and leaves where you like them to be.
I will also give you a small suggestion. Take Effects, Sharpen once, on some
flowers and leaves.
That way you will have these images "sort of" highlighted.
