This is a pixel tutorial. I will give you the PSP-outlines here.
Zip them up in your PSP Image Folder.

Start with a New Image 90 x 90, transp, 16 mill.
Get the outlines you got in the zip. Copy and paste it
onto your image as a New Layer.

Magic Wand. Click inside the cat.
Flood fill with black color. Selections, Float.
Effects, 3D, Cutout as below.

Deselect.

Magic Wand. Click inside the paws.
Flood fill with color #686262. Selections, Float.
Effects, 3D, Cutout as before, but change color to #434343. Deselect.

Magic Wand. Click inside the fence.
Flood fill with color #9D5611. Selections, Float.
Effects, 3D, Cutout as before, but change color to #412407. Deselect.

Magic Wand. Click inside the pumpkins head.
Flood fill with color #FDAA67. Selections, Float.
Effects, 3D, Cutout as before, but change color to #C55B05. Deselect.

Magic Wand. Click inside the pumpkins eyes and mouth.
Flood fill with black color. Deselect.

Magic Wand. Click inside the stars.
Flood fill with color #F9D761. Selections, Float.
Effects, 3D, Cutout as before, but change color to #FC8524. Deselect.

Magic Wand. Click inside the stem and leaf.
Flood fill with color #679E06. Selections, Float.
Effects, 3D, Cutout as before, but change color to #395804. Deselect.
